CZWX · Platform and product compliance

TikTok Shop & Amazon toy compliance for licensed character merchandise

Before a toy or character-branded item goes live, four evidence chains must agree: the right to sell the branded product, the commercial purchase record, the product-specific safety file, and the listing itself. A genuine-looking product photo or a laboratory report on a similar model does not close those gaps.

Scope note: this is a working review framework, not legal advice or a guarantee of platform approval. Platform workflows, accepted document ages and market rules can change. Recheck the current Seller Center request and official regulator guidance for the exact SKU, seller role and destination market.

Start with the product, seller role and destination

Do not begin with a certificate name. First determine whether the item is legally a toy, another children’s product, or general-use merchandise; the intended age; who manufactures or imports it; where it will be sold; and whether you are the brand owner, an authorized seller, an importer or a downstream reseller. Those facts decide which rules and documents may apply.

Four files that should tell the same product story
FileWhat to matchCommon hold

Commercial purchaseSupplier legal name and contact, buyer, date, product identifiers, quantities and a traceable transactionPro forma document, edited invoice, retail receipt or description that cannot be matched to the listing
Safety and conformityExact model or family, intended age, tested construction and materials, applicable rules, report and responsible certifying partyA report for another colour, material, factory, component set or earlier design with no documented applicability

United States: CPC and ASTM F963 are not interchangeable

For a children’s toy primarily intended for children 12 or younger, the U.S. importer or domestic manufacturer generally issues the Children’s Product Certificate (CPC). The CPC is based on product-specific passing results from a CPSC-accepted third-party laboratory and must identify every applicable children’s product safety rule. The laboratory supplies the test report; it does not issue the CPC on behalf of the responsible manufacturer or importer.

ASTM F963 is incorporated into the U.S. toy safety framework through 16 CFR part 1250. The applicable ASTM sections vary with the toy and its hazards. A reviewer should also check other potentially applicable requirements, such as lead, phthalates, small parts, tracking labels, button cells, magnets or electrically operated toys. Do not copy a standard list from another SKU.

  • Match the CPC, test report, product, packaging, invoice and listing at model or SKU level.
  • Confirm the laboratory in the CPSC database and check that the report covers the applicable test scope.
  • Check the manufacture date against the mandatory standard version and any material design or supplier change.
  • Confirm the importer or domestic manufacturer is correctly identified; never present a marketplace as the certifying importer.
  • For 2026 U.S. imports, review current CPSC certificate eFiling obligations and the shipment workflow before import.

EU and UK: treat EN 71 as part of a conformity file

In the EU, a toy needs a safety assessment, the appropriate conformity assessment, technical documentation, an EU Declaration of Conformity, CE marking, traceability information, required warnings and instructions. EN 71 is a family of standards, not one universal certificate. Confirm which harmonised parts and other rules apply to the exact toy and intended use, and verify the current references in the Official Journal.

Great Britain has its own Toys (Safety) Regulations and economic-operator duties. Current official guidance recognizes CE marking for many goods placed on the GB market and also provides for UKCA routes. Northern Ireland follows a distinct regime. Confirm destination, responsible operator, conformity route, declaration, marking, language and warnings before sale rather than assuming one EU file automatically covers every UK route.

Add the platform layer only after the legal file is mapped

Amazon and TikTok Shop may ask for category qualification, product images, invoices, CPCs, test reports, tracking-label photographs or brand authorization. Their submission rules can be narrower or more time-sensitive than the underlying law. Always answer the live document request shown for the seller account and product category.

  1. Freeze the listing version. Save the title, images, variation map, model, age grade, warnings and bundle contents that will be submitted.
  2. Build a one-SKU evidence index. Link the invoice line, authorization scope, report pages, CPC or declaration, labels and product images.
  3. Resolve mismatches before upload. Name spelling, addresses, model suffixes, dates and brand presentation should be explained, not silently edited.
  4. Keep originals intact. Submit legible, current documents through the platform workflow; do not alter or assemble pages to create a broader scope.
  5. Preserve the review trail. Record what was submitted, when, by whom and which listing version it supported.

Pause the listing when any of these appears

  • The supplier will not identify the legal manufacturer, importer, licensee or authorized distributor.
  • The invoice description cannot be matched to the product or quantity.
  • The authorization covers another territory, channel, product category or expired period.
  • The test sample differs in material, construction, components, age grade or production facility.
  • The listing uses “CPSC approved,” “platform certified” or another approval claim that the issuing body does not make.
  • A variation or bundle is being added without checking every included item and accessory.

Frequently asked questions

Does an ASTM F963 test report replace a CPC?

No. A test report records testing. The responsible U.S. manufacturer or importer issues the CPC and cites all applicable CPSC-enforced requirements based on supporting evidence.

Can one CPC or EN 71 report cover every colour and variation?

Only when the documented product scope and test rationale support those variations. A different coating, component, battery, magnet, filling, accessory, factory or age claim can change the risk and required evidence. Ask the responsible compliance party to document the basis.

Is a purchase invoice enough to prove licensing rights?

Not by itself. An invoice supports the commercial chain and product source. Rights to use or resell branded content may also depend on authorization, territory, channel and contractual limits.

If Amazon or TikTok Shop accepts the documents, is the product legally compliant?

Platform acceptance is not a legal determination and does not transfer the seller’s, importer’s or manufacturer’s responsibilities. Keep the underlying product and rights review current.

Do all character products need a CPC?

No. The product’s intended use, age group and applicable U.S. rules determine the certification route. A character graphic alone does not make an item a children’s toy, and a “collectible” label does not override how the product is designed, marketed or used.
